Project Portfolio Manager

Essential Functions:
  • Provide advisory services internally and to clients, primarily related to PPM transformation initiatives including process design, solution design, and PMO setup
  • Lead the development of solutions and offerings for Project Portfolio Management (PPM) and Enterprise PMO (EPMO) services
  • Leverage knowledge and experience to deliver end-to-end solutions on PPM Platforms including interfacing with solution vendors
  • Develop, define, and deliver advisory methodologies for PPM services.
  • Serve as primary Program Manager with project/program sponsors, customers and other stakeholders, overseeing a portfolio of 5+ projects, 50+ personnel.
  • Responsible for planning and implementing required project changes, including stakeholder engagement and change management.
  • Responsible for providing Program Management oversight and support ensuring implementation and confirmation of the execution of defined activities in accordance with specified strategic and complex objectives of the program and statements of work.
  • Possess demonstrated experience performing and producing: management or strategy consulting, including research, change management, communication plans, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation on issues related to organization, operations, and business technology.
  • Participates in client meetings, gathering and development of requirements and Program specifications and updates.
  • Manage and monitors progress of schedules and resources to meet key goals with the ability to identify and make appropriate adjustments
  • Identify opportunities to streamline, standardize, and integrate processes to increase operating efficiencies and drive cost reductions.
  • Experienced overseeing and participating in all phases of projects including Project Initiation, Project Planning, Project Execution, Project Monitoring and Control, Project Closure.
  • Develops program plans and facilitates resolution of all issues to reach program goals.
  • Manage the development of information technology and resource management strategic plan; provide recommendations for goals, objectives and corresponding performance measures.
  • Work directly with the Customer to identify and capture opportunities to expand the Program via additional call orders.
  • Be able to recommend the adoption of emerging technologies for collaboration, communication, process automation, and data analysis.
  • Apply program management best practices, tools, and methods to support enterprise-wide IT investment decision making; and ensure the delivery of projects on time, within budget, and to performance specifications
  • Experience supervising and mentoring resources (50+) across disparate locations within the Washington Metropolitan Area.
  • Support business development activities, including identification, proposal development, and other pursuit activities
Company-wide Accountabilities
  • Be able to work closely with the President and CEO and be a part of the corporate executive team.
  • Must hold company and client information in strict confidence and shall not be communicated outside the company.
  • All work objectives are to be performed in accordance with all government laws, regulations, ordinances and court rulings in those jurisdictions for which the company operates.
  • Execute work requirements in accordance with company policies and standards inherent in all position contracts, system action plans, employee manuals, ongoing policy memoranda and facilities.
  • President/CEO is to be notified of any issues to be resolved or deadlines that cannot be met by reporting position prior to the due date.
  • Problems with any system must be brought to the attention of President/CEO so the system can be improved.
  • Certification in Project Management (PMP, CAPM, or other); also possess ITIL, or other technical certification
  • Prior knowledge with different PPM methodologies such as Lean Portfolio Management; SAFe LPM or PMI PfMP certification is preferred;
  • Experience attending Customer Program Management reviews, Monthly status meeting, financial reporting meeting, and ad hoc progress stratus meetings
  • Possess strong financial acumen to monitor portfolio and program financials, to include costs, trend analysis, pricing reviews
  • Be willing to regularly attend meetings and employee visits on Customer site (multiple DC locations), at least two days per week or as required by the Customer.
  • Demonstrated experience recognizing, mitigating and resolving program risks
  • Proven experience in people management and conflict resolution; hiring and staffing programs; conducting performance reviews and corrective actions.
  • Proven experience in strategic planning and management
  • Must be able to quickly learn, understand, and apply new techniques and technologies
  • Possess critical thinking and problem-solving skills; be very solutions-oriented
  • Possess exceptional customer service skills; be able to alleviate customer concerns in a proof positive manner, provide effective program solutions, and achieve positive outcomes.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Ability to react to project and organizational adjustments and alterations promptly and efficiently
  • Ability to conform to shifting priorities, demands, and timeliness by implementing analytical and problem-solving capabilities to maintain multiple project schedules
  • Experience at working both independently and in a team-oriented, collaborative environment

  • Excellent communication skills both verbal and written
  • Willing to sign letter of commitment
Education/Skills/Experience Requirements:
  • Bachelor’s degree from an accredited college/university;
  • Minimum 10 years leading technical, professional service or strategic management projects
  • Minimum of 5 yrs progressive experience in project management including supervising staff of 3 or more, and/or project portfolio/program management;
  • Must be detail oriented
  • Excellent written and oral communication skills
  • Must be able to effectively and professionally interact with internal and external clients
  • Ability to work with no supervision
  • Must have proven experience meeting tight deadlines
  • Ability to manage multiple projects simultaneously
  • Excellent time management skills
  • Must be a team player
  • Must be hands-on, and take ownership of projects
